Introduction
National Center for Climate Change Strategy and International Cooperation (NCSC) was approved for establishment by the Central Office of Institutional Organization in December 2010. The center officially commenced operations in June 2012 and was transferred from the National Development and Reform Commission to the Ministry of Ecology and Environment on April 20, 2018.
As a key technical support unit for the Ministry of Ecology and Environment in addressing climate change and advancing the "dual-carbon" goals, the center is responsible for researching policies, laws, strategies, plans, standards, and guidelines related to climate change. It provides technical support for domestic climate change compliance, statistical accounting and assessment, carbon emission trading management, climate change adaptation, international negotiations, as well as international cooperation and exchanges. The center serves as China’s national-level strategic research institution and a platform for international cooperation and communication on climate change.
