On November 3, 2025, local time, the Global Dialogue on Sustainable Urban Development was held in Rio de Janeiro, Brazil. This dialogue served as a parallel event to the United Nations Climate Change Conference (COP30) Local Leaders Forum and the C40 World Mayors Summit. Representatives from nearly 20 cities worldwide engaged in exchanges and shared experiences under the theme "Harnessing Southern Wisdom for a Shared Green Future."

During the thematic discussion on "Urban Climate Cooperation Creating Opportunities for Green Development," Ding Ding, Deputy Director of the National Center for Climate Change Strategy and International Cooperation, emphasized that as the global green transition accelerates, cities should serve as bridges for advancing climate cooperation. She called for deepening policy dialogue, promoting mutual recognition of standards, and ensuring a just transition. The National Center for Climate Change Strategy and International Cooperation has long supported developing countries in addressing climate change and pursuing green, low-carbon development, standing at the forefront of urban climate cooperation to foster dynamic green development partnerships.

Deputy Director Ding Ding, together with C40, launched the flagship report "Climate Actions in C40 Chinese Cities: Towards a Green Transformation, Sharing a Net-Zero Future." The report focuses on four key areas in Chinese cities: green financial innovation, energy structure transition, synergistic reduction of pollution and carbon emissions, and resilience enhancement. It showcases the journey from top-level national design to innovative pathways and implementation outcomes at the city level, aiming to provide a reference for cities worldwide in addressing climate change.

The summit was jointly organized by the Chinese People's Association for Friendship with Foreign Countries and the C40 Cities Climate Leadership Group. Notable attendees included Shen Xin, Vice President of the Chinese People's Association for Friendship with Foreign Countries; Mark Watts, Executive Director of C40 Cities Climate Leadership Group; Selwin Hart, Special Adviser and Assistant Secretary-General for Climate Action at the United Nations; Tian Min, Consul General of China in Rio de Janeiro; and approximately 300 representatives from relevant cities in the Global South.
