The National Center for Climate Change Strategy and International Cooperation and the World Resources Institute jointly organized a training and exchange meeting on deepening pilot initiatives for climate-resilient city development in China

On December 4, 2025, the National Center for Climate Change Strategy and International Cooperation and the World Resources Institute (WRI) jointly held the "Training and Exchange Meeting on Deepening Pilot Initiatives for Climate-Resilient City Development in China" in Beijing. The meeting was co-chaired by Cao Ying, Director of the Policy and Regulation Department of our Center, and Miao Hong, Director of the Sustainable Transition Center at WRI Beijing Representative Office. Participants included relevant responsible officials from the environmental protection bureaus of cities piloting the deepening of climate-resilient urban development, such as Beijing, Shanghai, Chongqing, Shenzhen, Haikou, Xi’an, Jinan, Yinchuan, Chengdu, and Jiujiang, as well as experts from the Asian Infrastructure Investment Bank (AIIB) and WRI.
Experts from our Center, AIIB, and WRI, along with relevant leaders from Chengdu, Shenzhen, and Yinchuan, delivered keynote speeches on topics including the evaluation and policy progress of China’s climate adaptation pilot cities, strengthening climate adaptation investments through the triple dividend approach, financing for resilient city development, and the experiences and practices of the three cities in building climate-resilient urban areas. During the roundtable discussion, Researcher Cao Jingfu from the Tianjin Institute of Meteorological Science and Senior Manager John-Rob Pool from WRI provided guiding remarks on urban climate risk impacts and adaptive technologies, as well as leveraging data and analytics to enhance urban resilience to heatwaves. Representatives from various localities engaged in lively exchanges and discussions on practices to enhance climate adaptation capacity, particularly in addressing risks related to extreme heat and urban waterlogging.
This training and exchange meeting provided an excellent platform for deepening dialogue among pilot cities for climate-resilient urban development, identifying key challenges in their work, and learning from the advanced experiences of peer cities.
